Texas's recent floods have once again brought attention to the state's ongoing struggle with early warning systems. While it's clear that progress has been made since the devastating floods of 2025, there's still a long way to go. Personally, I think the story of these floods is a powerful reminder of the importance of preparedness and the challenges of implementing effective early warning systems in vast, rural areas. What makes this particularly fascinating is the contrast between the failures of the past and the improvements that have been made. In my opinion, the key to success lies in the details of implementation and the role of both public and private entities. One thing that immediately stands out is the significant difference in the response between 2025 and this year. Last year, local officials in Kerr County were reluctant to issue evacuations and failed to send out wireless alerts, resulting in a high death toll. This time around, however, the situation was vastly different. The county issued four alerts and the city of Kerrville issued one early on Thursday, warning residents along Quinlan Creek to evacuate to higher ground. The National Weather Service also sent out flood watches, warnings, and emergencies to broadcast outlets, weather radios, and mobile phones, and people who signed up for the CodeRED notification emergency system in Kerr County received text message warnings. What many people don't realize is that the improvements in early warning systems are not just about technology. They're also about the people behind the systems and the culture of preparedness. The network of flood sirens is expanding, with newly installed sirens in Ingram, Kerr, and Kendall counties used to warn residents this week. Twenty-eight additional counties are also eligible for flood warning funding, and most are in the process of putting together implementation plans. This is a positive step forward, but it's not without its challenges. The small town of Comfort had one warning siren for years, and the volunteer fire department recently installed two more. While this is an improvement, it highlights the need for more comprehensive coverage and the importance of ensuring that people take the warnings seriously. A detail that I find especially interesting is the role of private companies in filling the gaps. Ian Cunningham founded River Sentry after the 2025 floods, building flood siren towers for privately owned sites like RV parks, camps, and hotels. The company has installed 104 sirens along the Guadalupe River, including several near the site of an RV park where more than three dozen people died in 2025. This shows that private entities can play a crucial role in improving early warning systems, but it also raises questions about the coordination and integration of these systems with public efforts. If you take a step back and think about it, the story of these floods is a powerful example of the interconnectedness of public and private efforts in disaster preparedness. The improvements in early warning systems are not just about technology, but also about the people behind the systems and the culture of preparedness. The challenges of implementing effective early warning systems in vast, rural areas are complex, but they're not insurmountable.
